The Chicago skyline, Lake Michigan, and beach aren't exotic at all as a race backdrop. Plus, who wants to deal with 1,000+ racers and spectators? Definitely not worth traveling to the race for the experience...
While I hate Chicago in general, the Chicago racing scene is a blast. We are lucky to have what we do in St. Louis but I would certainly invite any racers who are willing to travel to head north for the New Years Resolution Race or any other Chicago race next year.
