Places for fitness test and training workouts

I've been trying to figure out some good areas around west county to do my periodic fitness tests and training throughout the year. Where do you guys go to do these? I'm looking for:
- 30 min time trial - somewhere flat-ish where I can do a 30min time trial without any street lights and having to turn around a bunch of times.
- 8 mile flat (4 mi out and back stretch) - somewhere flat with low traffic and no street lights. Monarch levy trail maybe?
- 6-8% hill that takes 3-4min to climb - Marshall hill fits the bill, any other suggestions or longer hills with a little less grade?
- ~1mi crit course - somewhere with no traffic and some sharp turns to practice cornering and sprints. Maybe an area around the westport industrial parks?

Choosing a race Category

I just got a racing license and am going to start my first full year of racing after doing a few events last year. One quesiton I have - is there any benefit to doing a cat 4/5 race instead of a cat 5 only race if given both options? And a follow up question, if you are doing a road race and either catch up to another cat or they catch up to you, are you allowed to join up and draft with them?
