Build parts for kids CX/road bike

Looking for parts to build out a redline 24" frame for my 10 year old daughter.
In my ideal world, somebody will have an Apex build kit off a CX bike that they ran last year and are now wanting to upgrade, and they won't want a lot for it. But, that's my fantasy world (feel free to make my fantasies come true, though...)
In the real world, I probably need:
Realize that this bike will probably be available for sale here in the next year at most the way she's growing, so keep an eye out!

Right now I don't need to own one of these, but I'd sure like to borrow one for somewhere between an hour and a week. If you have one that you don't use and want to turn it into cash, let me know. For my Rival brifters. Basic black preferred, but open to red or yellow if the price is right. Mine got torn on the underneath from the shift lever somehow and the tear is inching its way around.
Bridge demolition over I-64 and detours -- starting Jan 21

This came through from my alderman on the neighborhood mailing list. In short, after this week, you'll no longer have Taylor or Newstead bridges to cross I-64 on your bike, and neither Tower Grove nor Boyle look to have been enhanced to provide appropriate safe egress for cyclists.

As you probably saw from our earlier news release, there are going to be a lot of changes over the next several weeks on Interstate 64 between Kingshighway and Sarah as a part of our Tower Grove interchange improvement project. All our plans are weather permitting, so inclement weather may delay our plans.
It will start next Monday, when we close Taylor and Newstead bridges across the interstate. If you live or work on either side of the interstate on Taylor or Newstead, you will still have access – we will only be fully closing the roadway directly at the bridge. We will have signs and barricades at the cross-streets immediately north and south of those closures to remind drivers that the road past that point is only open for local traffic. Taylor and Newstead will be closed across the interstate for much of the next year. We anticipate them reopening around November. On Friday, January 25, we will be closing I-64 in both directions from Kingshighway to Forest Park Parkway. We anticipate the closure starting sometime around 7 p.m. after evening rush. Once we close the interstate, we will be removing the Taylor and Newstead bridges, narrowing and shifting lanes on the interstate and placing some barrier along the auxiliary lane (the lane furthest to the right). We’ll have this work completed and the interstate reopen to traffic by 5 a.m. Monday, January 28. Once the interstate reopens, we will keep three lanes open in both directions weekdays between 5 a.m. and 7 p.m. On weeknights or weekends, we may close up to two of those lanes for construction work. We will keep one lane open, at all times, in both directions.
If you use I-64 here, we’d like to ask you to think about what changes you might want to make in your commute. Where practical, see if your workplace has telecommuting or flex-time options. If this isn’t practical, please consider some alternate routes for your commute during this 18-month project. If you are commuting between west St. Louis County and downtown, please consider I-44 or I-70 for your commute. If your commute includes a business or residence around our project, please consider using Forest Park Parkway or Chouteau/Manchester as an alternate route.
We expect significant congestion through the project in the morning and evening due to the narrowed and shifted lanes. That congestion will be much less if we can get regular commuters to make adjustments, either in the time they go through the construction or by avoiding the construction zone altogether.
