Dropout spacer

So my fuji d6 has track style dropout and my new wheels are rubbing the frame so I need to move them back exactly a 1/4 inch or so.  I am trying to find an insert or something that will go between my hub and the front of dropout so that the hub can rest against something solid. Issue is when climbing no matter how tight the skewer is that its shifts when under pressure.

I have also heard that Shimano skewers hold tighter than others because of the internal cam.
