Most of us have 1 - 2 fresh tubes to install when we have a flat on the road.  As a backup, we also have a small patch kit.
Sometimes I fix the 'flat' tubes in the motel / tent while waiting for the next tour day.

Recently I tried this at home - all 4 of my flat kits were bad:  the glue had dried out.  Possibly this is because all glue tubes were used (punctured) already, but appeared to be 1/2 full.  When opened this time the glue came out as rubber toothpaste, or not at all.  (I blame my hot garage, old age :) , and the past two weeks of hell.)

Now on the way to the LBS for new patch kits for my family.

I have had great success with Slime brand glueless patches.  I don't know about bike shops but Wal Mart has them for 2 or 3 bucks.

Once you open up a tube of glue, it's very likely that the glue will dry up. I often carry a spare tube, a patch kit with fresh glue, and something like a Slime glueless patch.
